The Illinois House is back from Easter break and the supermajority is bound and determined to keep advocating for legislation in committee that harms the traditional family. There is one bill IFI can support – HB 4262. But the others IFI opposes.

There are also the Seven Deadly Bills that passed House committees right before Easter break. They are listed as well and could be voted on by the entire House body any time. Please email your state representative to oppose theses bills when they are called for a vote on the House floor. It’s much less likely that HB 2960 and HB 2929 will be debated this week in the full House, however, since they are being amended in committee. But we never say never.

SUPPORT HB 4262, HFA #1 – Curtis Tarver (D-Chicago):  This creates a new civil remedy when a child is secretly recorded in highly private places like bathrooms, locker rooms, hotel rooms, tanning rooms, or a residence where the child does not live. Families can sue for actual damages or statutory damages up to $10,000 per defendant, plus punitive damages and attorneys’ fees. The bill also creates a legal presumption that this kind of conduct is harmful and traumatic, which makes it easier for families to prevail.  The amendment has become the bill and sharpens the inspection and notice requirements so agencies and facility operators know what must happen if a hidden camera is found. The bill is scheduled for a hearing in the House Judiciary – Civil on Wednesday, April 8 at 8:00 AM in Room 114, Capitol.

OPPOSE  HB 2960, HFA #2 – Laura Faver Dias (D-Grayslake): This bill requires every school district that offers health education in middle or high school to include mental-health instruction. You know you have a problem when the bill explicitly states that students cannot be forced to reveal their own confidential mental-health information during class, which is clearly what’s going to happen as a result here – a big invasion of family privacy. Besides, who is going to enforce that privacy clause? Not the IEA. Moreover, who’s definition of mental health will prevail? Those who believe and teach students that they can become a boy or a girl? Getting mental health help from the public schools is like getting fire-prevention training from an arsonist. The bill is scheduled for a hearing in the House Education Policy Committee on Wednesday, April 8 at 8:00 AM in Room 122B, Capitol.

OPPOSE HB 3320 – Kevin Olickal (D-Chicago): This bill is an attempt to drive firearm manufacturers out of Illinois. It creates a full-blown state licensing regime for firearm manufacturers and explicitly ties “fees” to “public costs” of firearm injuries and deaths. (No mention of how much money firearms save when used against an armed intruder to protect one’s family). The penalty structure is severe, including up to $1 million per month for operating without a license; retailers are penalized too if they sell products from unlicensed manufacturers. The bill is scheduled for a hearing in the House Gun Violence Prevention Committee on Wednesday, April 8 at 2:00 PM in Room 118, Capitol.

OPPOSE HB 2929 HFA #3 – La Shawn Ford (D-Chicag0): This requires the Department of Human Services to help establish at least one pilot state-sanctioned site for illegal drug consumption in “controlled” settings where people can consume pre-purchased drugs and obtain needles, syringes, snorting and smoking kits to use on site under supervision.

The bill also grants broad criminal and civil immunity to users, staff, and property owners tied to the site, which is a major legal policy shift. Isn’t it just like the legislature to expand drug use and then protect themselves from the consequences? Let’s just call it what it is: the state normalizing drug use environments rather than prioritizing recovery-first strategies.

Amendment note (HA #3): The amendment strengthens the operational side of the pilot by adding more detail on staffing, reporting, outreach, and liability protections. In short, it makes the pilot more real and more administratively durable. The bill is scheduled for a hearing in the House Mental Health & Addiction Committee, April 9 at 10:00 AM in Room 413, Stratton.

OPPOSE HB 4714, HFA #1 – Will Davis (D-East Hazel Crest): This expands the Children’s Mental Health Partnership so it focuses more on needs reviews, policy monitoring, and use of statewide BEACON data to guide future system changes. It requires that the Partnership’s membership shall include public members who reflect a diversity of sexual orientation and gender identity. These are the ones that will make sure your children’s mental health aligns with theirs. The bill is scheduled for a hearing in the House Mental Health & Addiction Committee, April 9 at 10:00 AM in Room 413, Stratton.

OPPOSE SB 1995– Graciela Guzman (D-Chicago): The bill bans a private-sector entity or data collector from owning, maintaining, licensing, storing, or disclosing records that contain immigration or citizenship status information concerning a person residing in Illinois. It’s another attempt by the supermajority to protect people who are here illegally instead of the citizens they are sworn to protect. The bill is scheduled for a hearing in the Senate AI & Social Tech Committee, April 9 at 1:30 PM, Virtual Room 1.

EMAIL YOUR STATE REPRESENTATIVE ON THE FOLLOWING BILLS

HB 4966 – Kelly Cassidy (D-Chicago): huge expansion of DCFS. Youth can have a say-so of where they’re placed based on the youth’s needs and characteristics as defined under the Illinois Human Rights Act (i.e. sexual orientation, gender identity, etc.). Prohibits counseling those under DCFS care who struggle with unwanted same-sex attraction or gender confusion. Expands out-of-state placements.

HB 5408 – Anna Moeller (D-Elgin): creates the Abortion Access Fund Grant Program to pay for abortions, for which federal funds are prohibited, for uninsured and underinsured women.

HB 5095 – Mary Beth Canty (D-Arlington Heights): expands gender designation policies in state systems by allowing people to choose “X” instead of male/female on IDs and allows updates to gender via a simple form.

HB 4359  Nicolle Grasse (D-Arlington Heights): The Nursing Home LGBTQ “Bill of Rights” creates new protected categories and rights in nursing homes tied to gender identity and sexual orientation. Violations mean penalties and even “abuse” findings for things like misgendering.

HB 4862Janet Yang Rohr (D-Naperville): Another mental health bill. This one applies to school staff. It requires districts to create staff mental health programs, committees, and policies. Includes ongoing assessments, training, and reporting. If school curriculum teaches children that homosexuality is normal and that students can marry or become a male or a female, one can safely assume that teacher and staff mental health assessments will be based on the same lies. After all, they can’t have staff with differing mental health views.
