School District 128 Continues to Violate Title IX

On August 29, 2024, an 18 year-old adult male student walked unannounced into Libertyville High School’s girls’ locker room.

He proceeded to change in front of minor girls. Not only this, he – a legal adult – observed the girls as they changed.

This male student was openly presenting as a man with facial hair, dressing as a male, and had only been known as a male throughout his school career.

It’s also important to bring awareness to the fact that both Libertyville and Vernon Hills high schools have gender neutral facilities.

This male student declined these – rather opting in to invade the girls’ locker room and observe indisposed minor girls.

This understandably left the girls who were victimized in this way feeling shocked, scared, and embarrassed.

When the girls and their parents went to the school administration to address this privacy and safety violation, to their shock they were told that the girls were the real problem. If the girls were uncomfortable, it was incumbent upon them to be the ones to move to a different location.

Why does bringing up this year-old incident matter?

Because fast forward to today, and D128 remains unmoved in their violation of Title IX. Their transgender supporting policies are unchanged. In addition to this, D128 continues to allow for gender transition of minors without medical exam, parental knowledge, or parental consent.

Mom and District 128 resident, Marni Navarro, spoke in a recent school board meeting,

“Under the policy, anyone at any time can access our girls’ private spaces…

Look to the recent sexual assault in a girls’ locker room in Kenosha, and rape in Virginia as to what can happen when biological males are permitted unfettered access to female’s private spaces…

Two weeks ago, a man was arrested for exposing himself in front of Highland Middle School and charged with indecent exposure within 500 feet of a Secondary School. A felony offense.

Yet, the same thing happened and was permitted to continue for weeks inside Libertyville High School.

We parents will not sacrifice our daughters at the altar of Pritzker’s radical gender ideology.”

Former student, Jake Shulman, also commented,

“You the school board have stabbed the girls in the back. You brainwash and manipulate the students into accepting this violation under the guise of tolerance.

The girls will never forget this betrayal. Our community will never forget how you silenced their voices– labeling them transphobic, regressive, closed-minded, and bad for daring to speak for their well-being and safety… it’s despicable, sexually perverted, and sick.”

As a mom to a little girl, I cannot comprehend this level of evil happening to my daughter.

These school districts must be held accountable.

For too long, they have been allowed to operate in an “untouchable” bubble of bureaucracy and progressivism, and our children are suffering for it.

Children are always the non-consenting victims of the radical decisions of adults.

“With district 128 forcing girls to strip or change in front of an 18-year-old male, we have another example of how ideology replaces reality. Denying God’s act of creation of man as male and female has serious consequences, and sadly those consequences are most often born by children.” – Pastor Calvin Lindstrom

Parents, you have a responsibility to protect and stand up for your children. You are their voice, their protector, and their advocate.

If you live in District 128, go to the school board meetings and continue to pressure the school administration for their failure to protect your community.

The next District 128 board meeting is on October 27, 2025, and will be held at Vernon Hills High School, 708 W Park Ave., Libertyville, IL from 5:30 to 7:30 PM.
